Category Reengineering (Social Care) is a managed programme designed to deliver the cash releasing savings and service  improvement opportunities identified in the Savings Opportunity Diagnostic where you don't have the time, available resources or specialist expertise in-house.

A managed programme is typically comprised of the following components:

  • Designing or redesigning service provision

  • Service provider engagement

  • Managing the procurement process

  • Contract and provider impact assessment

  • CARE HUB implementation

 

Designing or redesigning service provision

The Savings Opportunity Diagnostic may indicate that an element of design or redesign of the service provided is necessary. Our approach is founded on the basis of introducing dynamic market management by rewarding the best quality and price, where quality is defined as providers' ability to deliver outcomes.  This allows both providers and commissioners to constantly manage both elements and thereby ensure that the best outcomes are secured in a way that is both transparent and equitable.

Service provider engagement

We believe that substantial engagement with the provider market is critical to a successful outcome as:

  • Their experience of the local market, plus potentially different social care approaches, can add significant value to the tendering process and ongoing contract management.

  • The intention of the reengineering programme is to create a genuinely collaborative, partnership relationship with providers and regular communication and full consultation will assist in that regard.

Managing the procurement process

Where appropriate, we are equipped to assume responsibility for the management of the procurement process, including both the commercial (pricing) assessment, as well as working with the commissioning and social care teams who undertake the quality assessment for each schedule of work for every provider.

The output of the quality assessment and pricing analysis is an overall rank for each 'package' of work, where the provider ranks against others who have bid for the same work.  This information is compiled and issued to each provider to give them detailed feedback on their submission, and where they will sit in relation to others within the new framework.

Contract and provider impact assessment

If called upon to do so, we are able to manage the contracting process, working with the legal department to ensure that internal governance and regulations are adhered to.

Critically, we also assess the impact on your existing services providers to ensure continuity of service provision for vulnerable service users as well as the appropriate management of providers as their workload increases or decreases.

CARE HUB implementation

We are able to support the care placement team in the operational implementation of the new framework.  The CARE HUB is a web-hosted solution that supports care placement teams in the identification of the best provider for the care required. The CARE HUB allows ongoing self-management and assessment by providers to minimise the administrative workload on internal staff.
